Knights of the Realm
The Supreme Collegium is an ancient organization of lords and prelates who first assembled to proclaim Constantine (later called “the Great”) to be the rightful Roman Emperor. Afterwards they assembled to govern the island after the Romans abandoned it. It is made up of Electors who hold one vote each. A three-quarters majority is required to proclaim a candidate to be High King. Many of these are bishops, for towards the end of the Roman Empire their church was given the responsibility of administering it for the emperor. Some secular lords, the ancestors of the kings and dukes who rule today, were given their rights as Electors by the original makers of the council. In some places the bishops have been replaced by secular lords.
The council worked together for a while, selecting capable men to rule over them. They have made mistakes, such as approving Vortigern, who betrayed the island to the Saxons. Most recently they exerted their power when they confirmed Aurelius Ambrosius as High King.
One problem Uther has is that many of these members are from outside of Logres, beyond the control of the king. He must convince, threaten, smooth talk, bribe or conquer them to support his cause. Since Uther lacks most of the social arts that his older brother had, this is a daunting task.
Another problem is that many of these legates are bishops and abbots of the Church of Rome. The church was originally granted the task of organizing and overseeing the failing Roman Empire, and these clergy have kept their authority intact here in Britain. Since they answer to a foreign power, the Pope, and hold sway over the public opinion of their cities, they can defy the king.
